POLICY

REFEREE INSTRUCTIONS
The following policies will be applied to all travel team games in Monroeville and which are officiated by referees affiliated with the club.
These policies will be distributed to all MSC coaches so that there is no misunderstanding at the game.
I. Three Man System:
A. The Three man system will be used at all times for Travel Team games.
A two man system is not permitted by PA West and is cause for an appeal by the opponent. Monroeville Soccer Club is subject to possible sanctions by PA West if a two man system is used. Three referees will be assigned to all travel team games.
B. If one referee fails to show for a game the following procedure will be used:
1. The assigned Referee will do the center.
2. The Linesman will work the side with the players bench to assist with controlling substitutions.
3. An adult will be recruited from the visiting team to serve as the linesman on the other side with the parents.
a. If this person can prove he is PA West certified, he may perform all the duties of a linesman.
b. If this person cannot prove that he is a certified PA West Referee, his responsibility shall be limited to indicating balls that are out of play and the direction of the throw in.
c. Off sides, goal kicks, corner kicks and fouls are the responsibility of the Center Referee and the Certified Lineman.
4. If the visiting team cannot provide a linesman, the home team shall provide an adult linesman.
5. The MSC Coach shall not permit a two man system to be used.
C. If two Referees fail to show for the game:
1. The Referee present shall do the center and recruit an adult linesman from each team.
2. If linesmen cannot be recruited, the referee shall abandon the game, the visiting team shall have the right to claim a forfeit. If a forfeit is claimed, a score of 1-0 shall be recorded and noted on the lineup cards as a forfeit and presented to the visiting coach.
3. If the coaches of both teams agree, they may reschedule the game for a later date.
II. Referee Pay:
A. The Center Referee and the Certified Linesman shall be paid the standard amount for the age group game to be played. The fees for the missing linesman shall be returned to the Club Treasurer by the Coach.
B. The Coach shall not split the money between the referees present.
C. The Coach shall notify the Referee Coordinator when a Referee fails to show for a game.
D. The Coach shall pay the Referees prior to the start of the game.
The Coach may not refuse to pay the Referees because he is dissatisfied with the officiating. If the Coach feels that the Referee performance was substandard, he should submit a written report to the Referee Coordinator specifying the names of the Referees, the positions worked by each and a description of the perceived deficiencies. This feed back is necessary if the quality of officiating is to be improved.
E. The fee schedule has been adjusted to reflect the difficulty of the games, i.e. U-19 games are more challenging that U-10 games, therefore they require a more experienced Referee and will be compensated accordingly.
The fees are: Referee Linesmen Cost per Game
Travel:
U-19 = $30 + $20 each = $70
U-16 = $25 + $20 each = $65
U-14 = $20 + $15 each = $50
U-12 = $15 + $10 each = $35
U-10 = $15 + $10 each = $35
In House:
U-10 = $10 + $8 each = $26
U-8 = $10 none = $10
III. Equipment:
A. Each Referee shall bring a stop watch, whistle, linemen flags, red and yellow cards and game reports to all games. He/she must be prepared in the event that the other referees do not show for the game.
B. The Referee shall be dressed in proper uniform at all times while present at the field. This includes the socks pulled up to regulation height.
IV. Referee Report:
A. The Referee shall note any red or yellow cards given during a game on the back of the line up card and on the back of the certified roster for the offending player’s team.
B. A Referee Report for all cards as well as any injuries sustained in a game must be submitted to PA West within 48 hours of completion of the game. All Player/Coach passes taken during the game for rule violations must accompany your report to the State office.
C. A copy of each report shall be submitted to the MSC Referee Coordinator.
V. Referee Suspension:
A. A Referee who fails to show for an assigned game shall be placed on probation by the Club. A second failure to show shall result in a suspension from assignment to club games until the Referee can show just cause for not showing or demonstrates a commitment to his/her responsibilities.
B. Youth Referees are expected to work Saturday In-House games as well as any assigned Sunday Travel Team games. The In-House games are to be used for training and to gain experience. Just because a new Referee has received the certification badge does not mean that person is ready to referee a Travel Team game.
C. If you know you can not make an assigned game it is your responsibility to notify the Referee Coordinator for the In-House or Travel Team as appropriate at least 2 days prior to the scheduled game.
